I don't but it was the whole swipe right at the same time things like oh okay okay back to PPP so yes PPP is a DoD program and as such program is only works for competitive DoD positions military spouse preference. You can use for most agencies PPP is just DoD and there. I go with so. Many acronyms geez okay back to English okay so zo 134 73 was put into effect to help military spouses with their federal career prospects as.

They moved with their service member therefore in order to use 0 1 3 473 a military spouse can only be qualified for positions within the commuting area. That the of the nudity. This also has to be within the us its territories or its positions so Guam is included in here there used to be a two-year limit on spouse eligibility to use program s but into in when was. This for fiscal year 2017 so back in 2016 President Obama signed the the National Defense Authorization Act for FY 17 and that removed the limit so. Now there is no. More time limit which is a beautiful thing I always tell the story about how.

I moved to San Diego and took my two-year master's degree program in one year so. That I'd have a year of eligibility and then right about the time. That I'm doing this like halfway through President Obama signs. It and it's like oh don't worry. That limit is gone so but you know. I rip the band-aid off and got the program done but it's beautiful. That this isn't there anymore. Because spouses. We need as much time as. We can have to be eligible to use. This in fact. I was doing the case study with Catherine. I got my match email in May and my eligibility ran out in June and we know government doesn't move. That fast so. I would have. I seriously been pursuing this I would not have been able to take advantage of program s. Because my eligibility would have run out so that's not a problem anymore. It is a non-factor okay jumping back in here let's see yeah that's what you need to know front side okay so your local military and family member employment center is going to be tremendously helpful for you as. You begin the process to register for program as we've trained. Many of the personnel on the stars are lined up curriculum so. They they're equipped go see them I have a link at the end of the slides and I'll be sure to put. It in the info section as well of our current trainers.

You can search. That document by zip code by base see who's close to you and go utilize them there especially there they're on the base they're a free service for you they can. They can help guide. You coach you with your whole federal application process so talk to them they're a tremendous resource um yes seriously just just utilize. It that's what they're there for okay so. You have your your federal resume which you're your trainer there at the base will help. You to craft we're hoping that they will be able to give. You a warm handoff to the CHR oh the civilian human resources officer. That helps with your commuting area. Most of these trainers. They know who they are. If not then then I'll also give. You information on on the basic regional numbers to call so. If there isn't. That one-on-one. You can reach out to the Regional Coordinator but basically you'll connect with. That that's eh ro you'll send them a copy of your your documents. That prove you're your spouse ship prove. That you're a military spouse.

Whatever those documents are your DoD ID your mind certificate and of course the orders and then. You also have to include the resume ahead of time the reason. This is because. They have to look at it before. They meet with. You so they'll schedule the appointment after. They get all of those documents and then they'll assign. You some option codes which I mentioned and then it's the whole tinder thing of the doctorate codes for the announcement so I've been right and you know your option codes swiping right in a stars it's like oh they're a match let's get them together but again that's talked about more in the whole stars or lined up process so. You can you can look at that book. It can take a while to find a match so. You wait keep applying to positions on USAJOBS. You can use your your military spouse preference. You get a match early still keep applying to positions using your MSP. Because again.

You want to keep your options open your goal is to get a job so take advantage of everything that's available to you. You do get that match email you'll be competing against a smaller pool of applicants which is why I really really like PPP. Because not only does veterans preference not apply you're also competing against a much smaller pool of applicants who are essentially other priority placement program can it's now. You get referred for a position but you did not receive a match email so let's say. You applied to a position using your MSP. You don't get a match email for that same position then. You are not using the priority placement program and you're not in that prior to placement program pool so there's no priority there to hire. You just keep. That in mind. Because it can happen the enhancements will often actually tell. If the if the position is being governed by PPP like. This one does.

You log in they have. That fancy new single sign-on things so make sure you're giving yourself time and you have here your mobile phone nearby so. You can have your code but essentially. Once you're in there. You will go to your USAJOBS profile and make sure. That it captures. You are a military spouse and what that looks like. You can look at the arrows here make sure. You go to profile preferences and check. That little box. That says military spouse that's that's important for you to do. Because you don't have.

That it kinda kicks. You out of the system. If you're trying to apply for these positions and you don't meet the federal employee requirements and you don't have. That little box checked so. It gets a little technical on the backside there but just make sure. That you do. That additionally. You should also have. It reflected on your resume. You can take. This paragraph verbatim change. It out for the the relevant branch of service and put. It at the top of your resume here's an example of what that could look like so. You just put your spouse preference up there and then of course upload your federal resume. You need to make sure.

That that's in in your USAJOBS documents can. You go to your profile. You go to documents and under the the resumes. Where you'd put your resume but the other documents make sure. That you're including your marriage certificate copy of your spouses orders as well as the marriage certificate. Because those will be needed to prove your actual eligibility okay so. That you have your document staged. You can begin looking for and applying two announcements. That would allow. You to take advantage of yo. One 3473 there are quite a few agencies within the federal government and a lot of them will include groups. That fall under special hiring authorities. You can see a bunch of these on the hiring paths on the right side of your screen. I hope it's your right but anyway for spouses. That are seeking positions USAJOBS uses filters to help bring those to the forefront. These little widgets.

That they have there they're the ones with the overlapping wedding bands those indicate announcements. That invite military spouses to apply the use of the widgets is still relatively new and therefore a little buggy so always reference the who may apply section of the announcement which USAJOBS is constantly changing so. I hope that's still around. While I'm while you're watching this video but somewhere in the announcement. It will tell. You who can apply just verify in that section there will be. Some language in there to let. You know that military spouses are are eligible to apply they'll mention the special hiring authorities just look for words like those to let. You know that spouses are invited to apply to these positions. Now the private placement program is the second way. That that Ito.

One three four seven three works as. I mentioned registering in this program is is a little bit. More complicated. More in depth with. I do the stars curriculum. You can also purchase the stars or lined up book which again I've linked to in the info section to give. You more on that part but basically the priority placement program is a dod-wide automated program to assist in the placement of employees who have been adversely affected by actions such as reduction in forces base closures realignment consolidations contracting out positions. That are being reclassified rotation from being overseas transfer etc etc etc so basically. It was designed for DoD employees to be able to have priority in the placement of other DoD jobs but when President Bush signed. One three four seven three military spouses were then added to this group there's a whole priority placement program handbook chapter fourteen is the one. It talks about how how spouse is how PPP works for spouses you'll often hear people talk about program S or P P P or P P P s they're talking about the priority placement program particularly.

When the S is involved it's for spouses so justly just so. You know that's because. You know military. We throw lots of terms around and acronyms and you get. It all right so basically your your. Because Strauss's were added after the fact. They are considered a priority three and those DoD employees who were. You know subject to the rare for having to rotate from overseas there your prior to ones and twos and so priority ones and twos will take precedence over the priority threes but if there are no priority ones in twos in the applicant pool then a military spouse stands a really really good shot of getting that position.

Because they would have been found best qualified and and you know. Provided they were found by squall defied then. They they have. They have the priority let. Me give you a little bit of background so the way PPP works and and I'm not gonna get into. It too much. Because again. I do talk about this in the stars thing but the way PPP works is it use. It uses a computer system called the automated stopper and referral system a czars it's it's a little antiquated but works a lot like tinder basically there are. These things called option codes and when.

You register for for program as you'll get. Some option codes and then the announcements. That are put in they also get option codes and then. When there's a match for your option codes and the announcement option codes. You get this match email so it's important. That you actually go through the process and get yourself registered. Because just like tinder. Both so I write it's a good thing right recently and it just click and it stuck and and I'm sorry. You don't use tinder.

Some of the reasons we've collected from military spouses over the years as to why they they chose to go federal and the reason I'm starting off with. This is because. You the job seeker to keep in mind why you're gonna be doing this I mentioned. That it is a complex process but if. You know why you're doing it you're. More likely to stick. It through so yes being a family-friendly employer. That and the the biggest thing though is that federal jobs are abundant they're everywhere anywhere your service member could likely be sent the federal government probably has jobs there so. It seems like a logical pairing to me kind of like.

You know putting together grilled cheese and tomato soup that's an Americanism. That I don't quite understand but they work well together but peanut butter and jelly so here's a snapshot of some of the top federal positions within the DoD. This was as of November last year so. This is fairly recent but yeah the jobs they're out their spouses. Either don't know how to navigate into them or they're confused by the process or frankly just probably overwhelmed. Because it is complex but sessions like. This one that I'm doing right here we're designing it to make the process clear or using you know terms. That we can understand speaking standard English and hopefully will help to answer. Many of the questions. That you might have surrounding get into federal employment so. You may be asking can do. One three four seven three help.

Me well read a couple of these yes. They can you are answering yes to any of these then. This order is one that you should know about and that's the short answer yeah so since. We are talking about an executive order here the information I'm about to dive into. It might seem a little technical at times but fortunately. This is recorded so. Though I've simplified. That ego one three four seven three was available only to certain military spouses those certain spouses include the spouse who was married to an active an active duty service member prior to the PCs orders being given so essentially the military spouse has to be accounted for on the PCs order.

You get married after the service members pcs orders have been cut then. This is one of those benefits. That you will not be eligible for so your service member should go and have the orders amended so. That it reflects their dependents which as a military spouse you're a dependent. If your service member is is issued temporary orders or orders to a new location. That doesn't change the commuting area like for example those PCA orders. You cannot qualify for yo. One three four seven three just a side note there the order does work. Though for spouses whose service member is a hundred percent disabled as well as for the Unruh married spouse of a service member who was killed. While in active duty so there are two ways.

That eo-1 3473 works military spas preference and registering in the priority placement program for spouses we're gonna talk first about military spouse preference and then jump into the prior to placement program for spouses so essentially military spouse preference despite the name is not an actual preference here in the us it doesn't confer. Any additional points or priority to a military spouse applicant simply put. It is an opportunity to apply to positions. That would otherwise be close to military spouses announcements. That are open only to federal employees are included in this category so essentially ego.

One three four seven three. When you're using MSP. It allows military spouses to apply to be considered for these federal employee only positions which is a good thing because veteran's preference does not apply to positions. That are advertised using merit promotion so yes veterans preference applies to virtually. All other appointments but when. It comes to these special or hiring authorities of which ego. One three four seven three is a special hiring Authority. It doesn't it doesn't apply here so. It essentially levels the playing ground the playing field a bit my Americanisms are getting to me again a level playing field a bit and it helps the military spouse to you know have a good shot at landing the job the thing though is you have to make sure. That you're applying for those federal employee only announcements. Because if you're applying to the US citizen announcements veteran's preference will apply to those and a veteran is more likely to get those positions so. What this looks like. You use it in USAJOBS is you know. You first you set up your account and then.

You for joining me today we're going to talk about executive order. One three four seven three get your notepads and pens ready. Because I have a lot of great information to pass on regarding this order by the way we're helping to get the word out about the order so feel free to hashtag zero. One three four seven three hashtag multiple unemployment hashtag. Most Oh underemployment with. Any of your favorite military spouse hashtags so that's me hi my name is Bobby Rossiter. I am a certified federal job search trainer career coach and resume writer. I actually serve as the program manager at the resume place managing all of these 10 steps certifications I've been a military spouse for the better part of ten years spending the last decade or so connecting service members with resources.

That they needed helping military spouses with finding jobs. Wherever they were. Whatever it was. That they needed to get to their next level that's kind of what I've been doing so. I served as a family readiness assistant and a family written. This officer. I was in Okinawa back in 2008 9ish starting then but yeah so. We pcs from there. I decided that I was going to apply for federal jobs well. I went through a slump. Nothing was happening so. I decided let's get networking and it was through networking that I met Kathryn Troutman and began working at the resume place after about a year or so into my time there Kathryn and I decided to do a case study to better understand. How military spouses could navigate into federal jobs and the results of that adventure have been captured in the book and curriculum for the stars are lined up. I do instruct for the stars curriculum. What I'm going to be talking about today will be different.

You could consider. It as a precursor to the Stars material so. That I told. You a little bit about me I'm hoping that you'll leave. Some comments telling us kind of you know. You are in your federal job search a little bit about you just. You know keep. It friendly so for those of you who are new to or only somewhat familiar with yo. One 3473 it is an executive order signed by President Bush back in 2008 so. This has been around for about the same amount of time. That I've been helping military families. It yeah so it's been around for a while. It is an additional non-competitive hiring tool which agencies may use to select qualified eligible individuals you'll often hear about competitive and non-competitive hiring competitive hiring refers to hiring that results from open competition through a structured process.

Whereas with non-competitive hiring that refers to hiring that results from a partial version of the application process and that's the big difference the full process. That everybody goes through versus the partial application process so the job announcements will specify. Whether a position is competitive or non-competitive under the who may apply section just as a side note agencies are not required to use the non-competitive hiring Authority and if they do use. It it doesn't. It doesn't take precedence over the use of other appointment mechanism so just a side note and also yo. One three four seven three only applies to some military spouses which we'll get into in just a moment so. This quote and I know.

You can read but I'm gonna read. It to you because. Because these are words straight from OPM the Office of Personnel Management the intended effect of this rule is to facilitate the entry of military spouses into the federal civil service as part of an effort to recruit and retain skilled and experienced members of the Armed Forces and to recognize and honor the service of members injured disabled or killed in connection with their service it's it's the order was designed to help military spouses to get into federal jobs it's not a handout but it is a way of the government extending a helping hand given. That as spouses. We move when our service members move it's it's nice to know that the government is trying to do.

Something to help. Us with maintaining careers. Now numerous reports have come out highlighting the extremely high rates of military spouses who are unemployed or underemployed hence our hashtags by the way the frequent moves. They add to this. One really looks into federal positions as a possible solution to these high rates. Because honestly. It is a very complex process but it is so so so worth. It so that's one of the reasons we're helping to get word out about this executive order so. That hopefully. More military spouses will start applying to federal jobs. Because it make sense so here are.
